Husk is a hunter by nature - more of people than anything else. They start a new life in a new town every so often, and will go about their life like any other person - until people trust him enough to listen. then, she'll bait them into committing any heinous act she can, and take their head as penance. 

 They are not unmerciful. rather, when people cannot be convinced to do wrong, they are more than happy to move onto lesser pastures - in theory.
